Summary

create in-memory distribution engine for routes and timestamps
add Distribution gRPC service and server implementation
wire distribution service into demo server and add tests
clarify routes as half-open intervals with boundary tests
ensure keys past last route return no match
allow routes with no upper bound to cover all subsequent keys
